Workforce Development Training

WDTP Overview
The District recognizes its social responsibility to create a robust regional economy and to diversify its construction workforce. To that end, the District maintains an extensive Workforce Development Training and Placement Program to serve as the catalyst for accomplishing these District goals:

  • Ensure a diverse and qualified workforce exists for its capital projects.
  • Increase the capacity of minority and women-owned businesses in the construction and engineering industries to compete for the District's capital projects.
  • Create family-supporting jobs to impact Milwaukee's local poverty level.

The WDTP Program is comprised of the following four components:
Business Development:

    Increases the capacity of Small/Women/Minority Business Enterprises to compete for MMSD projects and in the construction industry at large.

Apprentice Training and Placement:

    Trains, places, and retains non-traditional participants for construction jobs and apprenticeships.

Engineering & Construction Management Training:

    Trains women and minorities to assume supervisory/management positions in Construction & Engineering-related fields.

Regional Internships in Science and Engineering:

    Targets students engaged in scientific, engineering, or construction management coursework at an accredited college.
      The District's hope for the RISE program is that by matching students with consultants/contractors in the Milwaukee Area  and within the District, each intern will ultimately graduate with a Bachelor of Science degree.

Recent WDTP Accomplishments Include:

    Over 60 Small, Women, or Minority-Owned Business Enterprise(S/W/MBE) firms completed business capacity training.
    Since 2005, 50% of those firms serviced over $1.8 million through District Capital Project involvement.
    Apprentices completed over 6300 hours on District Capital Projects, averaging a wage of $20.68.
    Since 2005, over 100 apprentices have been retained, while an additional 10 achieved journey level status.
    District contractor/consultants hired nine interns through the Regional Internship in Science & Entrepreneurship Program (RISE).
  • Students came from: Marquette University, MSOE, UW-Platteville, and UW-Milwaukee.
  • Mentors include: AECOM, GRAEF, HNTB, JF Ahern, Mechanical Inc., Pieper Electric, Rawson Contractors, SEH Inc., and WasteCap.
